This award was instituted on September 8, 1942, and awarded to those who displayed extraordinary labor integrity, excellence, sacrifice and merit in war production industries, including the workers who were injured or killed during Allied air raids on Japanese military plants and factories. The badge was designed by Hinago Jitsuzou, and was in the shape of an enameled four petal Tomoe, with a central medallion in the shape of a cogwheel, with a figure of a deity holding a bag.
